Community Assistance Program (CAP)
for Immigrant and Refugee BCEA Recipients

Objective

The MOSAIC CAP Program is a Vancouver-based program that provides advocacy and support, life skills, pre-employment and volunteering services to encourage and support the independence and self-reliance of immigrants and refugees facing multiple obstacles in their pursuit to receive B.C. Employment and Assistance (BCEA).

Target Clients

Particularly, immigrant and refugee BCEA recipients facing obstacles who:

  1. Score 15 or higher on the Ministry’s Employability Screen and are not considered persons with disabilities.
  2. Score near 15 on the Employability Screen (e.g. 12-14), are unlikely candidates for Ministry employment and training initiatives and are not considered persons with disabilities.  
  3. Have recently left an abusive relationship.
  4. Are currently not in receipt of BCEA but either have a history of involvement in the BCEA system or are likely to enter into the BCEA system at some point.

Exceptions to those who may access/receive these services include clients with recent violent histories and acute psychiatric disorders and/or active substance abusers who have not actively sought appropriate treatment.

Client Eligibility and Referral

Clients referred to the CAP Program by the Ministry of Human Resources will present a completed Ministry Employment Plan to MOSAIC Bilingual Counsellors prior to being assessed for eligibility to participate in the CAP Program. 

A MOSAIC bilingual counsellor will assess walk-in clients for eligibility for the CAP Program.

Service Types (may include but are not limited to):

Advocacy and Support Services for Individuals:

  1. Referral, acting on behalf of clients to secure the services they need.
  2. Field trips to community resources.
  3. Support in learning English as a Second Language (ESL) and addressing drug- and alcohol-related issues and mental- and/or spousal-abuse issues.

Life Skills Services:

  1. English language skills
  2. Community-related skills
  3. Conflict resolution skills and introduction to anger management
  4. Goal-setting and motivational skills
  5. Critical thinking and information retention
  6. Presentation and hygiene
  7. Managing finances
  8. Parenting skills
  9. Making healthy food choices and meeting nutritional needs  
  10. Presentations on mental health and substance abuse

Pre-employment Services:

  1. Time management
  2. Personal presentation
  3. Workplace communications
  4. Cross-cultural communications

Volunteering Services:

  1. Volunteering-in-Canada workshops
  2. Volunteer placements

Service Activities

Structured individual and/or group sessions and unstructured discussions through individual sessions between clients and Bilingual Counsellors.
